Henry and Jeffery argue that research on the ‘human dimensions’ of climate change must be expanded from its current emphasis on socio-economic modelling to include baseline local level ethnographic studies that enable understanding of the relationship between climate change and heritage. We explore the heritage dimensions of climate change by considering the notion of ‘cultural loss’ and questioning the distinction between tangible and intangible heritage.

limate change and impact mitigation is central to the shipping industry. Targets and standards that aim to reduce emissions and mitigate impact will apply either to all ships or to certain ship types or ship activities. The impact of this regulatory agenda on maritime activities is heavily dependent on international conventions and decisions taken at the International Maritime Organization (IMO). Some scholars have pointed to the undue influence of firms on the IMO via ‘corporate capture’. Mainstream scholarship assumes that decisive influence comes from powerful states. This article deploys a polycentric approach to argue that governance outcomes are often a function of the particularities of the negotiating process as opposed to the characteristics and resources of the negotiating parties.

UNESCAP 2020 Changing Sails: Accelerating Regional Actions for Sustainable Oceans in Asia and the Pacific

The theme study Changing Sails: Accelerating Regional Actions for Sustainable Oceans in Asia and the Pacific explores the key areas around which regional platforms can rally interdisciplinary and cross-sectoral solutions for the ocean. It highlights the lack of data and statistics on the ocean, the growing demand for moving towards inclusive and green maritime shipping, deteriorating fish stocks and gaps in fisheries management and the mounting pressure of marine plastic pollution. The theme study calls for enhanced sharing of ocean data and stronger investment in national statistical systems for collecting and harmonizing ocean data. It underscores the need for enforcing international conventions, norms and standards in relation to maritime shipping, sustainable fisheries and marine pollution. Finally, it proposes strengthening regional platforms such as the Asia-Pacific Day for the Ocean as avenues for building partnerships, facilitating knowledge and data-sharing and supporting the implementation and monitoring of global agreements.

CVF 2021 Dhaka-Glasgow Declaration of the Climate Vulnerable Forum

Members of the Climate Vulnerable Forum adopted a statement urging UNFCCC COP26 in Glasgow  to Deliver a “Climate Emergency Pact” to rebuild confidence in international climate cooperation, accelerate adaptation and to keep 1.5ºC within reach based on the recent findings of the IPCC’s Sixth Assessment report (AR6).  This also includes mobilising a climate finance delivery plan from 2020 - 2024 and for the UK COP Presidency to take full responsibility of this plan; for developed countries and major emitters to work year in and year out to raise the Ambition to accelerate adaptation for people etc.

While aid to Pacific nations has remained relatively stable in real terms since 1970, increasing moderately in the last decade, it has increased more than six-fold in sub-Saharan Africa over the same period, and
almost three-fold in other developing countries. ODA to the Pacific increased by one-third since 2000, across all developing countries it doubled, and in sub-Saharan Africa the increase was higher still, with ODA in 2014 230 percent what it was in 2000.
